No, they served a purpose, but we are getting to a point where they are not serving one anymore.

Germany is paying to house US troops. Now that expense will be transferred to US taxpayers. Not a big expense considering how few troops are left in Germany. It was a big coin when we had 400 000 troops in Europe during the cold war.

They aren't there for Germany. They are there for deployment and return (and medical services) to and from the Middle East and elsewhere. They don't do anything for Germany. Not a thing.
We have bases in Germany, on German land, displacing Germans who used to live on or work on that land. Why would they pay us?
If Germany had multiple bases here in the US, would we pay them?

Germany is directly financing Russia by buying their Natural Gas and Oil. That's where most of their energy comes from and other European countries are also buying lots of Russian fossil fuels. They obviously no longer think they're a threat if they are willing to tie their national security to Russia. Why should we stay there in large, Cold War numbers?
Highlights announced so far from current releases of the new Pentagon plan include -
5,600 American troops now in Germany to move to other NATO countries, mainly Belgium and Italy.
6,400 US troops to move back to the United States.
2nd Cavalry to move back to the US from Rose Barracks in Vilseck in Germany - the 2nd Cavalry is one of only two front line combat units in Europe, the other being the 173rd Airborne in Italy. There will however be a rotational cavalry units in Poland instead of the 2nd Cav in Germany.
USAF Spangdahlem in Germany toend current mission with the F-16 Squadron deployed to USAF Aviano in Italy
USAF Mildenhall in England to remain open and home to the 100th Air Refueling Wing and the 352nd Special Operations Wing, with the the 95th Reconnaissance Squadron and 488th Intelligence Squadron relocating to USAF Fairford in England.
EUCOM, which oversees all U.S. military efforts on the continent, will move its 600 troops and 300 civilians from its Stuttgart headquarters to a location in Mons, Belgium, with further additional HQ units also predicted to move from Germany to Mons in Belgium.
AFRICOM also in Stuttgart to move out of Germany to an as yet unnamed location, although it could also be heading to Mons in Belgium or even back to the US.
US Defense Secretary Esper said the plan is to consolidate US headquarters in countries in Europe outside Germany, such as NATO bases in Belgium and Italy.
According to US EUCOM and NATO Supreme Allied Commander Europe, Tod Wolters, some of the key headquarters currently based in Germany will be brought to NATO’s SHAPE headquarters in Mons, Belgium, including possibly EUCOM HQ, while two other battalions will go to Italy.
At the same time, both officials also confirmed that the US Africa Command (US AFRICOM), also headquartered in Stuttgart, “might soon relocate to a location to be determinedâ€, but here “discussions have a long way to goâ€.

The EU buys a lot of gas from Russia because it`s cheap and cleaner than oil and coal. They obviously don`t care what we think and they shouldn`t. Thinking that it has anything to do with their national security is ridiculous.

I guess we are finally realizing T-72's won't be rolling through the Fulda Gap anytime soon. Time to right size and redeploy the military where it is needed for the future. Good for Trump.

Germany is one of Russia's largest trade partners. and almost 50% of Russia's exports are to the EU.
If Russia is such a great enemy that Germany and Europe in general needs US troops, then why in the hell are they trading with them?
