TRUMP ULTIMATUM TO PORTLAND: clear the protesters or National Guard coming in a couple of days July 20, 2020

The Mayor of Portland has a couple of days to clear out the "beehive of terrorist" protesters
"If they don't do it we're bringing in the National Guard" , says President Trump (26:50 >>> 28:39 )

Trump threatened to bring in Fed Agents to NY
soon after Protesters in City Hall Park who had set up 24/7 camp there about 70 people for a few weeks.
police cleared them out

However the protesters in Portland, I don't know how many are actually camped out there.
There seems to build up in numbers at night and there was a recent negotiation with them where the Fed troops left.

I think we’ve had enough political grandstanding from DC. The President’s plan to "dominate" the streets of American cities has failed. And today, federal troops are preparing to leave downtown Portland. We will protect free speech and the right to protest peacefully.

The federal occupation of our community has brought a new kind of fear to our streets. Federal agents nearly killed a demonstrator, and their presence has led to increased violence and vandalism in our downtown core.

Kate Brown, Governor of Oregon, isn’t doing her job. She must clear out, and in some cases arrest, the Anarchists & Agitators in Portland. If she can’t do it, the Federal Government will do it for her. We will not be leaving until there is safety!

I'm wondering what qualifies as "clear out".

The agitators are obviously following Article 51 of the Constitution that allows citizens to burn down private property and federal buildings.

What was burned down? Thousands of protesters are out there. Look beyond the videos of the few on the front line.

But why? Based on news reports, I thought these were peaceful protests where they were all sipping tea, eating crumpets, and discussing their views maturely.
