Well ... I do happen to have exactly two kids. I'd still rather not see the country collapse it's economy trying to give me money or anything like that. What good is $16,000 when you've got hyper-inflation and it's all worthless currency??
I can see the merit to some sort of incentive program for good behavior. Instead of this tax credit scheme that cheap employers will take advantage of, how about we create an incentive program for children growing up in poverty. Something akin to baby bonds but they get the money only if they graduate high school, don't have a kid out of wedlock, and at the very minimum enroll in a jobs training program or national service of some sort.
