Here in America we don't to contact tracing. Hell, we are slowing down even the very spotty, sporadic, inadequate regular testing we had managed to do up until now, because our president believes that the numbers are only high BECAUSE of testing. So to his uneducated mind, no testing equals no cases. Yes, he really is that stupid.
Don't complain about your government when overall they have done a stellar job. Look at the U.S. if ever you feel bad about the way your government is handling this. Most Americans would take it any day over the inept incompetence we're living under here.
It's not my government. I don't live in that State. And no, they have done a terrible job, this current situation is their fault. They completely mismanaged quarantine.
As it should be in America, it is each States responsibility to manage the issue and determine their rules on quarantine, border closures etc in Australia. Australia is a Federation of States.
I am surprised the president has any say in the testing at all? Its pretty much entirely up to the states in Australia to do this. Which is why most are blaming the state government of Victoria, rather than the federal government.

I would imagine the federal government would provide some assistance or guidelines to the states on what each restriction level should consist of. As such things like the 1.5m social distancing in businesses that come with the level 1 might be universal across the country, as we all have at least level 1.
However for all practice purposes, the states are responsible testing for the virus, hospitalizing patients, deciding what level they should be at giving the circumstances in the state and ensuring that restrictions are enforced within the guidelines. Victoria's problem extends from it process of Hotel Quarantine, which is within the national guidelines, but poorly enforced by the state,
As such you can jump from state to state with different restriction levels. Something far closer and more relevant to me is the NSW/QLD border at the Gold Coast, which is also the busiest interstate land border in the country.
If QLD and NSW are on different levels which they have been, you could have all the schools and businesses closed on the QLD side while they would all be open a few hundred meters away in NSW. At one stage the QLD government actually shut the NSW border, without even asking the NSW government, which it is perfectly in its rights to do. Its actually at that stage where people are now been arrested for doing illegal border crossings between Australian states.

Outsourcing of enforcement of quarantine in hotels to unqualified, under resourced "security" companies who rounded up as many unqualified people as the could to stand in hotel corridors. These people were untrained, underpaid and among other things, engaged in sex with those under quarantine.
Further, the government failed to even test many people in quarantine. And when the inevitable outbreak occurred they failed in their contact tracing efforts.
An absolute failing of the system due to lax administration by the Andrews Government.
Australia can do whatever they want, they are a sovereign nation. They are a little over the top and I disagree with their tactics but if the people there do not like it they can vote them out.
However their deaths per 1 million is 9 ours is 480. If we had their death number we would have 3,000 dead instead of 158,000. Part of why their deaths are so low is they did a better job with the pandemic. And they have a conservative government.
Perhaps focus what Trump has done wrong instead of what Australia has done right.
I can see why the Magas would want to be like the Germans.
