In a huge blow to Indian IT professionals eyeing the US job market, President Donald Trump on Monday signed an executive order preventing federal agencies from contracting or subcontracting foreign workers -- mainly those on H-1B visa -- from hiring.
The move came over a month after the Trump administration in June 23 suspended the H-1B visas along with other types of foreign work visas until the end of 2020 to protect American workers in a crucial election year. The new restrictions took effect from June 24.

good, although it could mean a shortage for a while until supply and demand bring more people to learn the skills we need here. I have too many friends in I.T. who have complained over the years of being pushed to hire Indian I.T. people who will start at 35k a year than being told to fire the u.s. worker who was making 90. Heck one friend who used to work at a major u.s. Computer Company got so tired of it and realized one day he would be replaced left for a job in a major healthcare organization thinking it would be a safer place to be. Ironically he flies to India 3 or 4 times a year to do I.T. recruiting because that organization decided they could save so much on costs by offshoring.

Yep. Reminds me of "The Chinaman button" story. Greed is perhaps the worst issue we face.
The true gold of this is that it is hard to justify going back to Indians in the future. Every time we make inroads we can hold the line and not allow backpedaling.

This is a little confusing, especially this line:

What is he saying here? That he intends to import only those so highly skilled that there are no counterparts within the American work force?

Its a good move. If implemented properly this can weed out a lot of fraud committed by the mom and pop companies who provide no real value to the system , other than serviin as a middleman.
Blaming big IT outsourcers of abuse is like saying Amazon and Goole or Apple is abusing the system, just because they make money.

It cant be done. Typical Federal entities contract with few American companies. They rely on other agencies for manpower if they don't have it. Its a chain that sometimes involves 3 or 4 companies, to get that one H1B getting billed.
