He probably wasn't, Biden just saw that he was black and assumed he was a "bad dude" that's why after enforcing racist policy by kicking him out of the pool for being black, he threatened to beat him with a chain.
That would fit all the patterns of how Biden is constantly defensive and say stupid stuff that comes out racist. He has some kind of preconceived notion about how various races are. That is called having a prejudice.

Funny how they are all in October after a lot of early voting happens.. but hopefully enough people will have seen biden on tv displaying what kind of person he is already.
unfortunately, you have dead-set voters who will vote Biden, based on low information. They don't listen to all news stations and they get a one-sided view.
yes i watch Fox news, i cant stand all the one-sided hate CNN and MSNBC displays. Do we ever see any pro-Trump people being interviewed on those stations? no, maybe one or two here or there, but Fox at least has a lot of Democrats telling their view. but some people don't even follow any news so they are 100% unaware of anything.
they will vote on Biden because "he's a nice guy" or "he has a nice smile" or "he seems pretty good" or "he's not Trump" or "free stuff!"
