This is a theoretical question, of course, but if a strong activist president wanted to join congress, could they campaign for that office while still serving, or would they need to run once out of office?

I would imagine that after 8 years of being in the blender, whomever it is would want to get as far away from DC as possible.

John Quincy Adams ran, won and served in Congress for many years after serving as President. So did Andrew Johnson apparently. So sure, no reason they couldn't serve as Senator, but it does sound like it'd be a first. https://en.wikipedia.org/wiki/John_Q...0%E2%80%931848)

I don't know the rules on this but I would think that since we've had sitting senators run for president, why couldn't a sitting president run for congress or the senate??

Still, having said that, I'm of the mind that nobody should be running to one office while holding another. They were sent to Washington to do a job, not spend months on the campaign trail. When Cory Booker was running for president, he was also running for re-election to the senate as well. That should never be allowed.
