Everyone should have that right, and the state should do nothing whatsoever except secure, protect and defend the individual's right to uphold their freedom of association.

If a charter fishing operation seeks to alienate 40-45% of the potential market for their service, that's their right and their choice. WTF cares why they choose to do business that way?
