A literal act of treason is alleged to have occurred by Bob Woodward.

For Mattis to have committed treason, an act of treason must have actually occurred. In case you’ve forgotten, Mattis resigned. Additionally, even if he had acted, Mattis would not have violated the Constitution, which provides a framework for removing a president; therefore, still not treason. We don’t have a monarch much as some of you would like to make Trump into one.

A legal defense could also claim that "action" could consist of invoking the 25th amendment which is not a coup. Action could also consist of his own cabinet publicly denouncing him, which is also not a coup but would ignite a political firestorm. This is a weak sauce controversy.
