President Trump is testing a theory that only citizens should be counted in allocating the House of Representatives and that illegal aliens shouldn't be. (undocumented means you left them at home, not that you never had them!)
He isn't proposing any change to the census.
That theory fails the basic test of constitutionality.
It says in the Constitution that all persons are to be counted, not nationals, not citizens. All persons present includes illegal aliens.

Yesterday, a three judge panel signed an injunction that will prevent Trump from subtracting undocumented immigrants from the census. Given the timing of this order, this is likely a fatal blow to Trump’s unlawful attempt at creating new, unapproved rules for the census.
We have witnessed Trump go down in flames, again and again, in federal court over unlawful executive actions. Trump’s authoritarian impulse leads him to disregard well-established federal law and process to achieve his goals. At his very core, he does not understand nor does he respect our nation’s founding principles or its laws. That is the reason he has been bench slapped repeatedly, in humiliating fashion, as exemplified by this census meddling legal challenge. The law is above Trump, not the other way around. This is something Trump will never understand, I’m afraid.

The Judicial branch is not above the Executive branch in terms of representing and asserting the nations "founding principles", and a judicial ruling is not and has never been couched as "law enforcement" as you try to do here.
The process that you are describing falls under the "checks and balances" concept. Next week or month, some judge will rule for Trump. Which, using your embarassing logic, would imply that the legislative or judicial branch was flouting the nations "founding pricniples or its laws" to have been prior against what is now allowed.
Though, one of the nation's implicit principles is to impart educations that are sufficient enough to teach the avoidance of seventh grade hyperbole in public writing.
We know that you are for the inclusion of non-citizens in the census toward a de facto corruption of our national democracy. That's okay, We're well aware that the left hates the Nation. One day, that injustice will be corrected. Three New York Judges won't be able to stop that over the long run.
The constitution requires all people to be counted. The court ruling was therefore to be expected, even Trump would have known it would turn out this way.
This was just red meat for the base, which doesn't give a damn about the constitution.

I agree that illegals shouldn't count towards state representation. But it is useful to have an accurate picture of the total population of areas and it would be nice to have an idea what percentage of that population is illegals. (And yes, I realize the Census doesn't answer that last question.)
