Two of the victims were attempting to stop a fleeing felon who they believe had just committed felony murder. Apprehending such a fleeing felon is a perfectly legal action.

The only mistake Kyle did was he did not follow up with a another shot at the guy armed with the Glock pistol. Yeah, Kyle turned the guy's arm into spaghetti, but he was still an imminent deadly threat because he did not drop the Glock handgun.
