Trump is an egomaniac who loves power and hates term limits. He erroneously claimed that Article 2 of the constitution allows him to do whatever he wants (it doesn't), he claimed total authority over governors (again wrong) and praised Xi Jinping of China and Tayyip Erdogan of Turkey when seizing president for life from their respective governments.

Trump is well aware that if he loses the office he is vulnerable to criminal prosecution for crimes he committed before he was president. If he remains president, those prosecutions will 'magically disappear' ... you know, like the flu.
Trump certainly has the motivation to upend our republic.
So no, Trump is not a dictator ... currently. But almost no one trusts him, and that for good reason.
I guess nothing surprise me with Trump what he will try to do. Stone making these claims means they are worried about losing the election now.
The problem is Trump will lose in many states by 2-10% range just won't be any one state where he can raise the voting fraud claim. What if Biden wins Texas by 1% is Trump going to suggest Texas has voter fraud. Trump will lose all support in the Senate as those spineless GOP senators want to cut ties with him. I could even see very fast impeachment process take a few days if Trump attempted any of the stuff Stone is talking about. The Military will just ignore his orders like when the protesting happend after George Floyd death.

The only states that seem to matter right now are PA, MI, WI, and MN.
Trump is in a good position to win most, if not all those states.
Trump has no power to declare Martial Law that is reserved for the states. The states could use their National Guard to block Trump I doubt the US military will back Trump. He could fire the Joint Chief and install a Secretary of Defense who will do what he wants. FDR was able to in prison 1000's of Americans based on their race with an executive order.
