Asheville doesn't really have a crime problem except for a few public intoxications. They could certainly cut their budget and it wouldn't really have much of an effect on the few drunks they lock up every year.
I'm sure the fine people of Asheville will be crushed.

Actually, yes. Stopped in 2 years ago on a motorcycle trip. TBH, it seemed like another place with a fair amount of normal people, with a bunch of idiots in power in city hall. Not much different than the town closest to me. But then again, I was mostly dealing with the biker community, not the soy-boy community.
It doesn't look like they are really defunding police. Let's see:
Move animal control officers to the department that regulates animals. That seems reasonable, and there's no reason to ahve them under the police department.
Get rid of one assistant to the chief. Getting rid of assistants is usually a good idea
Get rid of other unfilled positions. Not losing any officers there either.
So, no reduction in actual officers, there shouldn't be any issues.

If you didn't notice Asheville was chock-full of hippies and liberals, even during your evidently brief visit - you simply weren't paying attention.
