Well I'm not really sure what "people of color" really means. Everybody has some color. Do we need a definition of applicable skin tone? It's definitely not scientific, so a definition probably needs to be couched in cultural terms.

POC is actually a politically relevant term. Progressive "Latinos" only see the group as "people of color" when they want to argue for funding, resources, and set-asides for people of color. They should get none of that. No they are not the largest minority group.

Having followed the OP's obsession with this issue for years if he is not around to answer. It would not be the Latin American or Hispanic heritage that made them "people of color", or a colored person segregated at the lunch counter or the US Army for past generations. Being Black made them people of color.
It has nothing to do with culture nor race - and not even language.
It means NOTHING to be "hispanic". That's how they became the largest minority group so fast. Anybody can be considered a 'hispanic'. There's no cultural basis to it.
A white English speaking person that's related to a person that speaks Spanish, or has some origin in a country where somebody once spoke Spanish is a "hispanic" minority and a "person of color".
And people actual take them seriously as minorities.
Again, how people want to identify themselves is not up to you. You don't get to make the rules.

"Hispanic" has nothing to do with race. It's characterized as one in the Census, among other things, but it just means "Spanish-speaking". Hispanic can be literally any race. "Latino", another common term, is also not a race, but refers to people from a region- specifically Latin America. This means that someone from Spain is Hispanic, but not Latino, while someone from Brazil is Latino, but not Hispanic.
As for race, it's much more specific to country. People from Argentina- who are both Latino and Hispanic- are mostly white. People from Mexico, who are also both Latino and Hispanic, are either indigenous, non-white, mixed-race or of Spanish origin, with the population becoming increasingly non-white the further away from the US you get. People from the Dominican Republic are Hispanic and Latino, but mostly mixed-race with a lot more African descent mixed in. There's really no specific racial standard across the board with these demographics.
All that said, most Latinos in Central and South America are at least mixed-race, so suggesting most of them are "people of color" is more right than wrong, even if not universal.

They're diverse because they're an arbitrary grouping of a bunch of unrelated people - most of whom are WHITE. So of course they're diverse, they have nothing in common.

This is nonsense and completely wrong. The term "Hispanic" has been around for hundreds of years, and came into being around the time of the Spanish conquest of Central America. Go to any museum and you will see terms like "Pre-Hispanic" in relation to this region, meaning "before the Spanish".

Are all "Hispanics" necessarily "people of color"? Obviously not.
