Can't you comprehend there is a massive difference in conceding, which is not a requirement, and refusing to transition after the official results are out?
Neither side conceded in 2000, and few months after the elections Gore agreed to let the Supreme Court to decide whether the re-count should continue or of it should be stopped. They ruled to stop it, and the count as of that day was used to declare the winner, which turned out to be Bush.
That is what happens when somebody's major support resides with individuals that don't even have a high school diploma.

They only need to delay the Electoral College results for 77 days, after that the House can vote (per the 20th Amendment) to select a President. The person they select doesn’t have to be any of the candidates on the November ballot.
