You are aware that Russia still maintains about 3,500 enhanced radiation weapons, right?
You know, the "neutron bomb" (snicker).
The majority of those are 1 kt warheads for tube artillery, and 1 kt and 10 kt warheads for short-range missile systems, and then a few hundred gravity bombs, which I would venture to guess are in the 1 kt, 2 kt, 5 kt and 10 kt range.
The reason Russia has those is because you can use them on your own soil with no negative consequences.
How do you think Trump should explain to the American people that the 1st Armored Division just got totally annihilated by a 2 kt neutron gravity bomb?
