He / she may have shut down the economy just like many GOP governors did. That's due to the lack of any clear and consistent message from the top. He did not shut down air travel as plenty of people were exempt and there was no quarantine for them.

If just about anyone else was in the White House I'm pretty sure we would not have pulled inspectors from China that could have had information on this faster rather than trust China to tell us what was going on, would have kept the pandemic response unit and would have followed the playbook laid out for this scenario.

My state's so-called governor is still on the hook, as far as I'm concerned, and I'm itching to move someplace civilized, like South Dakota, where their Republican governor ordered NO lockdowns.
