Pence testing negative would fit into one of the more elaborate theories - that Trump will resign due to “illness” and Pence will pardon him for anything and everything. But its hard to imagine Trump’s ego letting him quit.
It’s more reasonable that Trumps fake positive is to change the headlines and give him a reason to back out of the debates but they still need Pence out on the campaign trail.

OK how about other laws enacted for public safety. Does "Your Civil Rights" allow you to drive drunk? To smoke in an elevator or a theater. No they do not.

Why would he back out of the debates?
So far, the only people I have seen trying to back out of the debates are democrats. They tried to avoid the first debate, and ever since Biden looked so feeble in the first debate, they have been calling Trump "too mean" to debate a second time.
