And in many places where restrictions have been lifted, businesses are choosing not to operate at capacity because they do not want their staff and customers to get sick.

Exactly. MD and VA were working together, more or less in tandem, but the MD GOP governor took more draconian steps with more penalties. In VA while restaurants, gyms, grooming services were curtailed, other stores from hardware, to nurseries to services (HVAC, plumbing, &c.) stayed open.

The lack of leadership at the top is the cause of all this. Heck, he can't even get his message on masks consistent.

So some of it is more money than the Republicans want to give and some of it is technical stuff.

Right now I think that people with ITIN numbers aren't entitled to funds. These folks are mainly legal residents who have not yet been given a SS number. (We did not get a social security number right away --- we had this tax identification number and we submitted taxes using those numbers).

Apparently they already offered up a stand alone airline bill that the Republicans said no to...so they are revisiting that.

What are the repubs holding out for? Oh that's right liability protection for business. I guarantee you that if Pelosi agreed to that then McConnell would get the votes needed. Those repubs always looking out for common folk.
