Trump is not backing out of anything. They agreed to type of debate long time ago. Now presidential commission is changing the rules without campaign agreeing to those rules. Trump is willing and able to show up for agreed debate on 15th of October.
Trump and his family is the entire reason for the rules change, I have to wonder if he purposely caught the virus to avoid another debate since he did so well in the first.
I wouldn't want to be around a contagious COVID patient, refusing to quarantine, downplaying a deadly virus, spewing spit of COVID droplets and obscenities hopped up on Adderall, infecting his entire admin, and going insane and off the hinges either. I would keep my distance too. Biden has this election won already pretty much. No point of putting yourself in danger when you're already destroying the nut in the polls and you're high risk for something seriously bad happening if you do contract the virus.

That may be why Trump called getting the virus "...a blessing from God." It saved him from getting chewed up by Uncle Joe again.
