In cases where bail is denied, the court believes: the accused will either flee and not return for trial, or the accused will re-offend again in the interim before trial.

It's completely unlikely that either one of these things will happen. So he's out on bail, which is his right as an accused but not convicted person.

I think Rittenhouse is somewhat likely to reoffend - he's been given SO MUCH ENCOURAGEMENT, and he's young enough to do something really stupid.
