This is actually quite common between the extremely high birth rates and tremendous percentage of population that is not workforce age and the economic collapse this year because of California not containing COVID-19 like China and Australia.

Out of a total population in the Inland Empire in Southern California of 4.65 million people, just 1.4 million people are working which works out to 30% of the population.
