The main point is if you allow transgender women into women's restrooms you will have guys who aren't actually trans women taking advantage of it to get into women's restrooms and locker rooms to do this type of thing.

Nothing stops such a person now or at any time before. The story in the OP illustrates this. There are sick people who have always done this. They didn't need to get the idea from trans people.
