He declined not because he believes in these conspiracy theories, but because he doesn't want to offend anyone who supports him. When a conspiracy nut hears Trump not debunk them, they think he has to pretend that, and that Trump knows 'what's really going on' but can't say so. Trump does this act because there are millions of people who believe in some conspiracy and he wants their vote.
That's why. That simple. So when he retweeted the Seal team conspiracy he just says "I just put it out there".

I'm traveling through rural parts of Virgina right now to see the fall foilage in the Shenandoah Valley and Trump signs are everywhere. Sure, OK, whatever, it's not like it matters anyway, as VA has long been a blue state because of Northern Virginia. Anyway, we stopped at a local farmer's market and happened to end up chatting it up with local. He was nice and all but then started veering off into God this God that, and at one point was adamant that God himself had come down in 1961 on a mountain dirt road to pursuade the guy to pursue a different path in life. Later in the same day we ended up talking to anotherocal at coffee place who was 100% convinced that the coronavirus was a secret Chinese weapon released onto the world at the behest of a secret one world government behind the scenes trying to establish a new global order. We quickly pounded our coffee and left. But seriously, is this the kind of stuff Trump supporters believe? It's Truly bizarre, like a huge portion of the country is from planet Mars where they get this whacky ideas and God appears to them everywhere.

Trump retweeted Qanon who said that they (the Seals) didn't really kill Bin Laden and that Obama/Biden had Seal Team 6 killed to keep it quiet. His retweet was addressed in his town hall meeting where he said he retweeted it so people could "make up their own minds".

They are not crazy. They are mainstream. In this country it's socially acceptable to say "god spoke to me". As long as it's the Jesus type god. Even if you don't believe in god it's ok to conform. Billions are spent every year researching how to influence the American consumer. This also includes ideas and politics. The human mind is easily influenced . We all think we are smart and saavy but we make decisions every day that are influenced by people far smarter than we are.
Do you think you are smarter than the social scientists and think tanks that have figured out that conspiracy stuff works on the American voter?
For example. I can know a tactic works but make a moral choice not to employ that tactic on you. I give credit to the right. They will use whatever tactic they can to win. And winning is all that matters.
There are many Trump supporters in all parts of the country and many walks of life. It is sad that Far Leftists whom are now mainstream Democrats have to try to make silly generalizations and demonize good people. Sad and pathetic. It's the same posters, over and over again. It just shows their pathology.

"Conspiracy stuff" works on right wing voters because they want to believe anything bad that can be conjured up by the people who are "smarter then we are" regarding their political opponents.
And any news that is bad or unflattering about their team is "fake news" or a "nothing burger" regardless of the veracity of the claim.
