Hayes stopped working, cared for her children and mother and avoided adding to Kentucky’s mounting number of coronavirus cases. She filed an unemployment insurance claim on March 27. For eight weeks, she received $112 weekly in unemployment, plus the extra $600 payment established in the CARES Act.

But in May, the unemployment office called to say they were investigating her claim.

Soon after, she got a bill ordering her to pay back every cent she’d received.

Hayes told the state she was just doing what Beshear had instructed. Their response was, essentially, that Beshear never told anyone what to do. Despite what she heard the governor say during his daily briefings and what she read in his executive orders, Hayes simply wasn’t eligible.

Beshear urged people to quarantine and told them they would receive unemployment. Many of those who listened either never received anything or they received something and are now being made to pay back what they received.

People are being made to pay back thousands. Some of these people have no income.

Beshear blames the feds for the mess, but the state's website still erroneously tells people in this situation that they are eligible when they are not.

Quote:
Gov. Andy Beshear says he was passing along guidance from the federal government when he told folks who left work over fear of the coronavirus to self-quarantine to apply for unemployment insurance.

That federal guidance changed about a month later, according to a statement from Beshear’s office in response to a KyCIR investigation which found Kentucky’s unemployment office is kicking people who met that criteria off unemployment benefits and billing them for “overpayment” debt.

It’s unclear if state officials ever communicated the change to out-of-work Kentuckians after the state received new guidance in April. The state’s “frequently asked questions” page about unemployment insurance benefits still says that Kentuckians with a reasonable fear of contracting coronavirus are eligible, if their employer hasn’t offered telework or reasonable accommodations.

Beshear said the state will handle the overpayments issue eventually, but that the state’s top priority right now is to resolve the over 90,000 unemployment claims that were filed but haven’t been processed.
https://kycir.org/2020/10/19/gov-bes...rpayment-debt/

Beshear is telling people to put unemployment they receive aside in case the government wants it back. There are also over 90k claims that have been submitted since things were shut down back in March that were never even processed.

Wow... Why would anyone think that they would be able to get unemployment for leaving a job so they would have less chance of getting a corona virus?

I understand it could be fear that might make someone do that, but I've never heard of any unemployment rules that would allow payment for voluntarily leaving a job.

Sounds like a "not too smart" Governor to say something like that...

Right. A lot of people relied on what the governor said months ago when he told them they would qualify and urged them to stay home. Now they either still never got a cent or they are suddenly thousands in debt because the government wants the money back.

I haven't seen that announcement by him - not that it's not out there but what they did do is open unemployment to those self employed who had to leave their job - ex: cosmetologist, hair dressers, independent contractors - this woman stocked shelves in a store. She should have been denied from the get go but with so many claims coming in - she squeaked through.

Because the governor of the state, Andy Beshear, literally told them they could - multiple times, in multiple news conferences. Kentucky at the beginning of all this had the largest unemployment increase in the nation. There were small businesses, including restaurants and construction businesses, that had to shut down because they could not find employees. Not only did the governor encourage them to quit but as a bonus the guaranteed $600/wk the federal government tossed in allowed some of them to earn over twice as much as they could working. We were building a house and it came to a screeching halt for a while.
