I am sure that if Trump wanted to embezzle money, he could do a better job than reporting it per the rules. The money moved to "vendors" that provide services and Trump used his own businesses, which must be legal if he is reporting it, and I think one time before he said the reason he did it that way was because it was cheaper than using other businesses, which makes sense. Low bidder wins when money is tight.
