Events that I have been to in the past which require buses to drop you off and pick you up have the buses stay at the location where they dropped the people off and not waiting until the event is clearing out to come back. And if the buses had to make multiple trips then that comes down to planning. You need traffic control people to keep the roads clear until the buses have taken all the people back to their vehicles. The people parked closer could have been told to remain parked in their vehicles and not leave the area.
Also, the 30 metro buses were able to get through traffic to pick up folks.

Will Trump campaign reimburse for the additional expense involved in the 30 metro buses and the additional police protection?
Bet not. He's been stiffing city governments for extra police and security since he started running.
IIRC, he still owes nearly 2 million from 4 years ago.
