Now that the Taliban is running things in Afghanistan, they'll more than likely eradicate the poppy fields, like they did that the last time they were in charge, and the price of heroin will go way up.

The resourceful heroin addict can always just make his own, leaving both Afghanistan and tax payer dollars out of the equation. It is not difficult to obtain seeds for the opium poppy and start your own flower garden. Once you have a healthy crop of poppies ready to harvest, you can sit down at your computer and google "heroin synthesis." You will be rewarded for your efforts by a plethora of scientific papers which explain exactly the process and the chemicals required - think Breaking Bad.

Good idea OP. They already have needle exchanges and places are popping up where addicts can shoot up in a safe area with staff on hand in case they overdose. The Gov. is already involved in subsidizing heroine addiction so it makes sense to help out the growers of it in the ME.
