You do realize, that most small time drug dealers, are just addicts themselves, selling drugs to feed their own addiction...right?
Personally, I think having laws on using and possessing 'substances' to be very medieval and outdated. If the concern is truly for public health and safety, there are FAR worse LEGAL substances that should be targeted first, like alcohol, cigarettes, sugar.
Problem is Heroin is extremely addictive life long struggle even for people who have been off it for years. Locking people up for years not a solution.

Whats really strange about that...the drug prescribed to help people STAY OFF heroin...(Suboxone) is very tightly controlled!! LOL
Now, why on earth would they 'restrict' a drug that helps people STAY OFF a much deadlier drug?!!! (this suggests to me, they really are not interested in seeing people get clean).
