wherever the rioting in Portland is - be it a 6-block area or so downtown, or taken out to the suburbs as has happened in the last 60 days or so - what's the purpose of allowing the riots to continue?

There are a lot of economically poor white and disenfranchised people in Oregon. The KKK had a chapter in Dallas in ~1930s. And there were anti Chinese land ownership laws, anti interracial marriages, and Negro free counties. Remember Oregon itself was founded on people who were disadvantaged elsewhere and took the Oregon Trail to the Promised Land. Economic realities changed to make ignoring the laws a reality. Discrimination laws were quietly rescinded only fairly recently, ~30 years ago; I forget.
None of this has anything to do with these criminals looting and destroying things.
At least Kate Brown is finally seeing their true motive and intentions. I mean we all saw the truth back in June-July, but at least she is admitting they have no goal, but destruction and violence.
Now that their job is done, she doesn't need to carry their water any more. It's easy to tell the truth about them... now.

yes they are criminals.
I suspect that many are "anarchists" in their disrespect for civil authority.
Outwardly, they appear to be leaning to Nazism (Nationalism).
