Normalizing relations typically happens first before an embargo is lifted. Rules have to be agreed to then business can resume. Lots of US companies still have claims on Cuban businesses and funds. They aren't going to let those go without agreements.

IMHO, Cuba would be quite the different place if we allowed Coke, Nike, and McDonald's to operate there decades ago.

But answer the question, yes Biden will try to normalize relations. Pretending that a nation 90 miles off our coast is some sort of threat doesn't make sense.

While this is true, I saw the relations normalization as an end go around the embargo and ran counter to the intent of the embargo.
