My guess is that the German government didn't want the USA having full control of the vaccine. Though Pfizer clearly did not want the US government yanking their chain either.

There must have been something in the terms that they found unacceptable, and it looks like it paid off because now they are free to make their own calls as opposed to the government pulling the strings.

No way. Instead, I will think of it as the Pfizer vaccine. Because that private company proved it didn't need massive help from the government to be the first to develop a landmark vaccine. It's a huge victory for the private sector.
