Kinda yes, So the Feds developed guidelines to reopen the states, and those states were met (if Dem) by Trump tweeting "Liberate!!! (your state)", which in some cases resulted in armed citizens storming the capitals.
No one stormed any capitals. They peacefully protested in a state where they are allowed to open carry.

Trump funded $750.00 The American taxpayer is on the hook for the multi-billion dollar funding/giveaway to the pharma companies. Oh, and if you think they are going to give you a shot for free, you're dreaming... Listen, I'm as happy as anyone there MAY be a vaccine but this was a zero-financial risk venture cooked up for the drug companies. It's funny as all get out they turned around and hosed Trump in the process...
