Yes states pay if it is an automatic recount, I was thinking of when one candidate requests a recount. Some states require the one who asks to pay for it if it does not find a significant change in the totals.
Biden has surpassed the automatic recount threshold in PA. Looks like someone will have to pay up if they want a recount in PA.
It is no secret that the Trump Campaign is broke. Wisconsin will require his campaign to put up 3 million dollars prior to recount. Legal efforts in other states will require substantial legal fees, since Jones Day and friends won’t be doing his campaign’s legal work pro bono.
