He is urging people to do this if they are having friends and extended family over to prevent the spread of COVID-19, which is reiterating what top tier epidemiologists have been saying, particularly when gathering indoors.

There are some areas of the state where it's more of an issue with the population not taking this seriously. I'm glad we have a Governor who is taking this seriously and putting pressure on those who aren't.

Otherwise, we'd be worse off than we are, and who wants to be as bad off as much of the Midwest, which is getting worse, much of that because of attitude issues of the people there. I used to think of that area as one where people respected their neighbors and had more human decency to not put their neighbors in harm's way, but this is really defiling that reputation.

North Carolina's citizens could be better in some areas, but it's encouraging that North Carolina did re-elect Governor Cooper instead of an outspoken Anti-Masker Dan Forest, who certainly riled up his base and even unsuccessfully sued the Governor over this (kind of like Gov. Kemp in Georgia vs. the City of Atlanta).

No. The executive order applies to public places and I've provided a link to that for you or anyone else who wants to read it in the post directly above yours.

The Governor was simply urging people to be extremely cautious, even in their own home, when having guests over if they decided to do so. A "tweet" does not carry the force of law like an executive order, which doesn't say that, but the Governor was giving sound advice. That's what a good leader does. He or she uses the force of law at times, but also uses their words and communication to encourage people to make good decisions.

And to get hypertechnical with your question, if someone is in bed with their significant other and the significant other has COVID-19 and doesn't yet know it, then yeah, their partner is at high risk of contracting COVID 19 because of that close contact. Executive order or not, transmittable viruses don't care.
