How are we responsible? They have had the best of two Worlds the vast majority of benefits of citizenship without a lot of the burden. Puerto Rico has suffered from mismanagement and corruption for decades and the people there are the ones responsible for that.
Puerto Rico is an American colony, so ultimately what happens there is our responsibility.

No, it's a possession. Big difference. It was colonized by Spain, and we acquired it after the Spanish American War. We never colonized Puerto Rico, therefore it's not an American colony.

that's what I want to know. What's the reality of the situation, what are the facts?

Quit with all the euphemisms like "unicorporated territory". It's a COLONY in the fullest sense of the definition. Puerto Rico is a Latin American country that belongs to the United States. It is the property of the United States.
The sooner people realize that we are still holding colonies, the sooner we will do the right thing and let them go.

Not all Puerto Rico employees and corporations pay federal income taxes. Good try though.
You can fuss over their legal status and obligation all you want, rant to Congress. At this point they either need to become a state or an independent nation, this quasi- semi-autonomous status has run its course.
What the US has been doing is akin to adopting a dog but leave it chained in the backyard with no human contact and then is somehow surprised when the dog grew up to have behavioral problem. The right-wingers, of course, would just blame the dog.
That's when you cut the chain loose, let the dog go, or return it to it's previous owner.
