The fact is, it started under Reagan, expanded under Clinton, expanded under Bush II, and then expanded under Obama.

Obama gave a major campaign donation bundler $$$* a major government contract to provide internet to poor people and the internet was provided through cell phones of the guy's company. This was a major expansion of the program.

It is dishonest to pin the whole program on Obama, it is also dishonest to pretend like he didn't expand it a lot.



*Remember when "candidate" Obama would be outraged with such actions?
