Specifically which part of the constitution do mask mandates violate?
Bear in mind that the Supreme Court ruled that quarantines are constitutional in 1824 in Gibbons v. Ogden, and robust public health measures were considered the standard purview of government prior to the discovery of sulfa drugs in the 1930s. Before that public health mandates were the main means of controlling diseases.
Biden’s only “plan”
To “defeat” the virus is try and institute a nationwide mask mandate, but Is that constitutional?
I have a feeling it is not, and we now have a Supreme Court that rules in favor of the Constitution. It could cause trouble for a large amount of Biden’s attempted proposals
Biden said earlier on he wouldn't institute a nationwide mask mandate. And even if he did, there are so many who wouldn't abide by it that it wouldn't matter. Those who are responsible and want to help mitigate the effects of this virus already wear a mask.

"Implement mask mandates nationwide by working with governors and mayors and by asking the American people to do what they do best: step up in a time of crisis."
Yes, he can work with locals, Why would that be unconstitutional?
His declared plan for Covid. Language is direct quotes from Biden's proposal plan. Mask mandates are 7 on the list

1. Fix Trump’s testing-and-tracing fiasco to ensure all Americans have access to regular, reliable, and free testing.
2. Fix personal protective equipment (PPE) problems for good.
3. Provide clear, consistent, evidence-based national guidance for how communities should navigate the pandemic — and the resources for schools, small businesses, and families to make it through.
4. Plan for the effective, equitable distribution of treatments and vaccines because discovering isn’t enough if they get distributed like Trump’s testing and PPE fiascos.
5. Protect Older Americans and Others at High Risk.
6. Rebuild and expand the defenses that Trump has dismantled to predict, prevent, and mitigate pandemic threats, including those coming from China.
7. Implement mask mandates nationwide by working with governors and mayors and by asking the American people to do what they do best: step up in a time of crisis.
In other words, no concrete plans for doing anything.
Nothing but vaguely-defined "goals" impossible to measure, while bashing Trump in every third sentence.
Why do I anticipate that all the liberals' plans for the next four years will amount to nothing more?
Supreme Court ruled that quarantines are constitutional in 1824 in Gibbons v. Ogden,
Biden's proposed mask mandate would be a Federal mandate.
Gibbons v. Ogden specified that STATE quarantines were constitutional, and also pointed out that there was nothing in the Constitution authorizing federal, nationwide health mandates.

He can ask. That couldn't possibly be unconstitutional.
He can't make people wear masks. Some governors can, most mayors can. But not the President. It's how Federalism works.

Pretty vague list. More of an attack on Trump than a plan.
