I'm ok with that for minor stuff, see if they can get cleaned up and back into society because jail isn't going to accomplish that and society just has to pay for them there too.
It's not that it's ok, it's just how you decide to approach changing that situation going forward.
Otherwise you just wind up with the same addicts etc. bouncing back and forth between prison and the streets and being a perpetual problem for years, if not decades, until they die.
