Yes, it's a complicated situation and the two obvious ways to tackle it are:

1) Launch a comprehensive (but expensive) plan to get mental health care, economic opportunity, education etc. into areas and reform them.

or

2) Blame guns, and the rural parts of the country with near European level murder rates for not letting you disarm them with laws that the gangs will ignore.

Pros: Free and passes the blame to political rivals. Win-Win.

It is estimated one out of every 5 Australians is a descendant of a convict, deported from the UK, in the 1800’s.

The Industrial Revolution created the working urban poor, masses who fled rural farms for opportunities in overcrowded cities. Back then, murder and rape typically resulted in death. What remained were thieves and swindlers. Prisoners were housed on decaying ships until full, when they would set sail.

Unlike Great Britain, the US does not have colonies in the classical sense. So it would be necessary to pay a country to take US prisoners. Thinking Papua New Guiana might be a suitable location for US prisons.

Great Britain also sent some of its prisoners to Georgia, back when it was one of the 13 colonies. Georgia received alot of debtors.

I have a question. How do you think this is playing out in terms of the murder rate in several American cities?

Although, at the time the mental hospitals needed a complete revamp. What we are doing now, for both addicts and the mentally ill is a disaster.
I'm talking about things like depression, PTSD,etc. I'm talking specifically about people who deal with alot of anger, and generally take on the "be tough" mentality. People who don't see therapists because there's no money for it, and there are taboos involved when it comes to mental health. They're 13% of the population and they commit over 50% of the violent crime.
No one in the media wants to state the facts anymore because it's not politically correct.
