End Federal withholding and payroll taxes. You take home, what you make.
Then, every working American must write a check weekly to their congressperson and the Federal Treasury.
That will make people care enough to finally do something. Right now, its too opaque...withholding income and payroll taxes makes us all numb to the spending, & corruption.
Its just another way the 1% has rigged the system to control the 99%.

How about making Congress balance the budget or THEY don't get paid.
If we ran our households the way they run the country we would be living on the street. Those bozos need to be reminded what a budget it is and how to live within it.
Another idea is when they or the media are referring to the latest budget numbers they have to use a value that we can all understand. When they talk about 100 Billion or so the number is so astronomical that it is lost on most people. We simply cannot grasp how much money that is. If they had to equate the latest handouts to foreign countries in terms of say 1 million people would be shocked by it and maybe they would start demanding accountability.
If we stacked $1 bills to make a pile of 100 Billion the stack would be 6,768 miles high. This is 28 times higher than the international space station.
The numbers boggle the mind and Congress needs to be brought back to earth.

This idea has been passed around for decades. The problem is that millions of people will still owe nothing and they appear to outnumber those of us that do.
My idea would require a mass taxpayer strike and includes 1) increase the W-4 allowances to the max to reduce the amount of withholding and 2) refuse to file a tax return.

Correct! Nearly 1/2 pay no net federal income taxes. They do pay other taxes, I get that.
Love your ideas. I remember when you used to claim as many dependents as you wanted to in order to reduce withholding amounts. Then, they caught on, and initiated minimum witholding thresholds, and penalties if you failed to hit those marks. Now, you can no longer claim more dependents than you really have on your W-4, like we were able to do back in the 1980's.
Taxpayers refusing to file a tax return is perfect, but they've withheld so much throughout the year, it wouldn't have as much impact as we'd like.
Do you know who doesn't have to have a lot of their incomes withheld? Who still has a lot of control over it? If you are not one of these people, you may not know. I'm curious to see if you, or anyone else, knows the answer. There are at least 30 million of them, and they make a lot more than the median income.
If that group joined in to your taxpayer strike, then we would have DC's full attention.

BTW that top tier? Effective rate was under 50%. Because simply put you still make a TON of money before that higher rate kicks in, and you can do a ton of things that help lower your rate.

Why would anyone want to even work at that rate?
France tried 70%, and 20,000 of the wealthiest Frenchman left the country, with their wealth and the companies they owned, and the jobs. France is still begging them to return, but they won't.
I'm not for taking money away from the top tier, I'm for undoing all the distortions they placed into our system that allowed them to become so so wildly wealthy...not all of them, but most.
As Bernie says, "the system is rigged", and as Trump says, "the Swamp" rigged it.
Make it the law to balance the budget and make any foreign aid illegal and end all financial support for anyone who is not an American citizen or is not a descendant of two American citizen parents. End and nullify birthright citizenship for anyone on Medicaid.
Make vagrancy illegal, bring back mental institutions, and put camps out in the desert for those who are mentally fine and choose to be vagrants.
Put term limits on congress and cap every state/local/federal pension payout at $200,000/year.
