Maine hardly had any Blacks. It wasn't part of the North that forced recently freed slaves to live in ghettos through redlining and discriminatory practices that led to disenfranchisement and a lack of resources confined to certain neighborhoods. Maine didn't have massive bussing riots like Boston.
Maine is about 1% Black. But I have thought about this. Maine has a low Black homicide rate as well. It seems like Blacks living in Maine are less likely to commit murder (or get murdered) compared to Blacks in a state like West Virginia (WV doesn't have a large Black population either).

Maine has a large number of 1st generation Somalis who have not yet assimilated into American thug life culture. If Minnesota is any guide, there will be a lot more trouble with the next generation. The most criminally inclined black populations, especially in contrast with white populations in the same state, are in the upper Midwest - Minnesota, Wisconsin...
Goodness, I wonder why Maine has such low homicides compared to Memphis, Jackson, Baltimore and St. Louis.
I wonder if there are some movements in the last year that were not popular in Maine. I wonder if the police and citizens have a much better relationship is Maine as opposed to many other cities acoss America.
That's almost as low as Japan and safer than a majority of European countries. I wonder what Maine's secret is to having such low homicide rates.
I have never been to Maine personally, but it always is rated of the safest states in America.

Seriously? Are you aware that the state of Maine is a very homogeneous state racially?
Are you aware that Maine is a solid 96%+ white, and less than 1% black. Look at the racial makeup up of the other cities you have listed.
As the European countries embrace diversity, they have experienced a significant increase in crime, and particularly the Northern European countries that were once exclusively white. Japan is considerably homogeneous as well, and has a reputation of not embracing diversity.

I'm talking about Black Americans, as Black Americans are the most likely to be victims and perpetrators of murder.
I know where the highest crime rates for Blacks are. Now here is another question. Why are Minnesota, Wisconsin, and Iowa attracting a large portion of the Black underclass? Why aren't more middle class Blacks/Black professionals moving up there?

This is not good either, but at the same time it's a better statistic than its in-state and twin in population counterpart Memphis. What's your take on why the two cities have such different outcomes? Same state and similar size, yet one ended up three times more murderous than the other. Even for crime-ridden city such as Memphis, 2020 was an abnormally high murder count. The city typically sees fewer than 200 per year and reached a low 89 back in 2010.
High achieving blacks have a world of options. Moving to a cold area probably isn't typically their first choice.
Cold weather would not stop someone like me. If I was offered a job in Minnesota and it paid well (at least 60K), I'd take it, especially if it was the Twin Cities area or Rochester. I nearly took a job in Madison, WI, and then I saw the pay and said no (I later got a better paying job closer to home). Minnesota doesn't have an odd distinction of its middle class Black population leaving, but Wisconsin does, especially the Milwaukee area. Black middle class residents and the educated are leaving in much higher rates relative to White middle class/educated individuals. Something odd is going on.
Welfare benefits is only part of the equation. Many low income Blacks went to the Twin Cities during the 80s and 90s because jobs were getting harder to find in Illinois and Indiana, and some Blacks were taking jobs that paid about $11 or $12 an hour. Minnesota also had little competition in terms of drug turf. Gangs went up there for deal drugs.
