Wouldn't they have to be convicted to be pardoned? Not likely that will happen in the two weeks he has left.
Richard Nixon was not Indicted, nor arrested, (but was going to be indicted), but still pardoned by Gerald Ford, meaning federal criminal charges could not be brought.
Nothing in the Constitution prohibits pre-conviction pardons.
