Odd? Im an Engineer for a large Aerospace company and Our foreign H1B and other IT support sucks. The greasy US IT personal that we have usually fixes our problems immediately, while the foreign support passes us around from 1 IT person to the next. The only reason why our company hired the foreign IT people is They are cheap. They sure aren't "cream of the crop"
It seems like you're talking about IT technicians... low skilled workers. I agree, we have enough of those in the US and don't need to look to foreigners. There's a difference between them and those working at SpaceX building software for rockets.
Hiring subpar Americans doesn't move America forward. The US produces the most innovation in the world... and we need smart people to do that. There's only so many competent people in the US do to our small pool of people to choose from. The rest of the world (especially Asia) has a much larger pool to pull the cream of the crop from.
What we don't need in the US is low skilled workers. Networking, Database, MSSQL, Helpdesk, taxi drivers, etc... are areas of work for low-skilled workers that we don't need to look beyond the US for. But for high skilled workers, we don't have enough people.
The other big problem which your quoted part of the article touches is the focus on foreign consulting companies that abuse the visa system. There's massive abuse here that needs to be put to an end.
This. For example, the US doesn't produce many good Physicists at all. Eastern Europe produces many more.

The researchers with a full college education that come here to work in our top research and innovation labs are certainly innovators. We're not talking about bricklayers or DBAs here.

My sons are in tech -- they both are involved in hiring and the search is endless for Americans who are qualified to do the work.
My oldest went to Georgia Tech, and they can't find the people they need. They don't do the visa thing because the work they do you can't...
Same with son who is out west.
Very different kind of tech companies and work and both struggle to find Americans (neither use visa/temp) who are qualified.
Blame whoever you want for the lack of skilled folks in the USA.
