Obviously written by someone who doesn't know much about marine mammals. It doesn't appear there was any carving here. Many marine mammals have algae, dead skin and other assorted growths on their bodies. Looks like someone shaved off the president's name. They are Federally protected so it probably wasn't the wisest move to bother one.
Now if you want to go after what really hurts these animals go after reckless boaters, who injure and kill many of these speeding through the waterways where they live.
We take much care of our manatees here in Fl. Despicable human being who messes with these gentle animals. The writing was done with algae n not carved into its skin. In either case - a terrible thing to do.

I've heard they can get very used to humans. I'm guessing someone was diving and decided to make this friendly manatee an art project. As you pointed out, it stayed contentedly in place. Note the letters are quite readable, would be much more difficult for them to be legible if the writer had a moving target.
Oh there's serious doo-doo whether the message was 'carved' or 'scratched'. That's without regard to 'intent' of the person(s) involved.
Going hy the law its likely no law was broken unless (unlikely)the manatee was annoyed by a back scratching.
So now that its all played out its the same old story. Liberal media manufactures outrageously dishonest story to make trump look bad. Liberals engage in feigned shock related finger pointing. Story is revealed a hoax. Liberals double down or scatter, waiting for their next hoax.
