I ran across this from about a month ago, which surprised me:
Putin not ready to recognize Biden win
Putin described the Kremlin’s decision not to congratulate Biden as “a formality” with no ulterior motives. When asked if the move could damage U.S.-Russia relations, he said: “There’s nothing to damage. They’re already ruined.” https://www.bloomberg.com/news/artic...-u-s-president
What do you think? To me, Trump has spent years fawning on Putin, absolving him of any wrong-doing, deflecting blame (as he did onto Ukraine), making deals to Putin's liking. So after all this, Putin is ungratefully shrugging off Trump? Did you think relations are "ruined"?

Your link is dated.
Putin waited for the official results and congratulated Biden on his win on 12/15.
Policy doesn't change much. Biden, Nuland, Rice, et all return the architects of the crises in Ukraine, Libya, and Syria which were continued under Trump.

Trump got most of our troops out of harms way in Syria. The ones who stayed were given permission and did kill Russian mercenaries. He used Kurds to destroy ISIS.
Obama/Biden put troops in and funded a quickly routed militia. They also drew imaginary red lines. And allowed ISIS to take over 1/3 of both Syria and Iraq. The "JV" team overwhelmed his response.
Obama/Biden created a failed nation state in Libya with his bombing attacks on a government that had stamped out terrorism after Reagan put the fear of Uncle Sam in them.
Trump is supporting multi-national efforts to try to put it back together.
Obama/Biden got bribed by Russia oriented politicians and gave the Ukrainians socks and Russia the Crimea.
Trump gave the Ukrainians anti-tank weapons to kill Russians.
I'd imagine Putin is delighted that America is going to be run by a feeble old man with anger control issues and dementia like Biden. Putin already knows the Biden clan can be paid off/bribed because their extreme greed.

Putin was not the only one, Mexico also, did not recognize until it was official, which would be the correct thing to do.
The US and Russia have very bad relations right now, and so for several years, falling off the cliff rapidly after the Ukrainian Maiden revolt.
No deals made to Putin's liking, the sanctions are still there, material support and training for Ukraine, increased US military presence in the Black Sea, increased military training and rotating troops in NATO countries, US presence in Syria, US and NATO's continued role in Libya, etc, etc.
And I would say yes, relations are ruined, the US is not going to budge until Russia hands Crimea back, Russia will never hand Crimea back, so that is that. Neither side will negotiate, but the US especially will not negotiate anything other than returning Crimea to Ukraine. This will be the basis for all further relations between the two countries for a few generations at least.
They put money up as bounties for our troops. I dont think we are friends.
