Wuhan specifically, was collaborating with China's People's Liberation Army to develop a vaccine that their military could take, that would render them immune to SARS-Cov2, a virus that had yet to infect the population.
In a 2017 internal speech at the AMMS (Academy of Military Medical Sciences), General Chen Wei, who had been involved in vaccine research since joining the People’s Liberation Army after college, said: "只要有矛.才能研究盾.” which translates roughly as:
“You need to have an arrow to study a shield.”
In other words, there were plans to infect another population or country, with something that China's military would not be susceptible to. However, their trial vaccine did not work. When they tested it by intentionally exposing their trial subjects to covid, the vaccine did NOT work & the subjects transmitted covid into the population.

It was not a singular event. People involved in that work, the bat lady, her collaborator Baric, and also a lab in France, have not stopped working on coronaviruses. If anything, after the pandemic happened they probably all received additional funding for the next 6 years.

Everytime, a person gets infected and everytime Man interferes with Nature, there is a potential for something to happen. You take your chance in living.
