Uhhhhhhh the term "mother" and "father" i'm sure is used A LOT in writing bills.

Things related to immigration, healthcare, legal guardianship, taxes, etc. etc. etc.

Is this question a joke?

But you do have words like "Chairman", "he/she", "himself/herself", etc.

Go read the source document yourself..I posted a link to the PDF right off the .gov site.

Congress has become gender phobic.

After researching the issue, these "rules" seem to be pretty normal in most states and nobody really cares, which I didn't even know about TBH
