Uhhhhhhh the term "mother" and "father" i'm sure is used A LOT in writing bills.
Things related to immigration, healthcare, legal guardianship, taxes, etc. etc. etc.

But you do have words like "Chairman", "he/she", "himself/herself", etc.

After researching the issue, these "rules" seem to be pretty normal in most states and nobody really cares, which I didn't even know about TBH
