if you didn"t get a $600 stimulus check, the IRS will consider it a tax credit which is useless until April for people who need it now and anyone who owes federal government debt like defaulted student loans or back taxes, will never see it - and those are people who need it most. So basically Congress just took $600 times millions and handed it over to the IRS or DOE.

Because some asshats in Congress removed the protective language that Demz had placed in the first CARES act. They did it so that people would be upset with the Biden administration. This must be corrected quickly
