China did not know WTF they had on their hands for the first few weeks or longer. If you are a person who goes to wet markets or black markets to acquire pangolin scales or bats for some folk medicine cure, you are not going to go to a modern medical clinic when you get sick from COVID. Instead, you will be relying on some herbal healer and spreading contagion to your family and neighbors, who start dying. There were probably dozens or hundreds of sick people in a short period. The first identified COVID patient in Wuhan hospitals had not been to a wet market. Doctors first thought it was an influenza strain or a form of pneumonia. Pieces were slow to fall into place and we still don't have a full picture of the puzzle. When the Chinese made the connection to the wet markets and realized that patient #1 had not been to a wet market, they didn't make the logical recognition that there was person to person transmission. Haspital staff were getting sick. Instead, they shut down the wet markets at the same time they notified WHO. Alarm bells should have gone off but didn't. The medical bureaucracy in China is no better than ours and political meddling seems to be a hallmark of this pandemic. There was no benefit or motivation to the Chinese to lie or misrepresent the details about the illness. The disease had never been seen before and they sequenced the virus' DNA and released it to the world in twelve days. In hindsight, all of that was too little and too late. The reliance on folk medicine and nonsense cures -- an alternative world -- is what started the mess and delayed the response.

Look I've done it too -- we have predetermined biases and sometimes don't read carefully what is being said.
Clearly China, most likely knowingly, misled and dismissed the seriousness of the virus. Given how they reacted -- shutting people into their living quarters -- it is clear it was more serious than they initially led to believe.
But the WHO never stated -- WHO declared no human to human contact.

No that's not what happened on the July 2nd. Some reporter decided that WHO must be admitting they mde it up because the WHO timeline does not include that Jan. 14th tweet.
But that's not true. The timeline link I posted shows WHO stating on Jan. 14 that Chinese authorities reported ...not that WHO reported. So WHO reported what they were being told by CHINA

After everybody knew this was a serious pandemic, Trump was still minimizing the situation to the American public. THAT is the real story here. WHO reporting what China said is irrelevant. Science works with preliminary information and adjusts accordingly. It is called the scientific process and certainly no smoking gun.
I know for a fact that travelers were still coming in from China (Wuhan specifically), with no screening whatsoever, well after the U.S. government was aware of COVID's seriousness. After Trump claims he closed the border. Nt even a temperature check.
Then Trump, his clan and surrogates went on to continue minimizing the seriousness of the situation, refusing masks, social distancing and sound medical advice.
Now, news is emerging that nearly no one escapes from COVID infections without serious lung damage!
And Trump folks are still refusing to act responsibly. But, let's try and make a deflection to the WHO, while ignoring this failed leadership that will affect lives for decades to come.

Conservatives (by definition) have a hard time with change and new information. They simply cannot adjust to new knowledge and, as you state, assume that others are just like themselves.

And yet.... a week after the WHO said the virus could not pass from person to person, Trump place restrictions on flights from China, implemented quarantine restrictions, and declared COVID-19 a national health care emergency. And then the Trump-haters said Trump was overreacting, and some called Trump a racist and a xenophobe. From Biden's harsh criticism of Trump's actions on Jan 31st, we can be sure Biden would not have implemented any of Trump's actions.
